Ontario is unique in Canada
Since April 2022, Ontario has had its own provincially regulated online gambling market under iGaming Ontario (iGO). Ontario players have access to licensed, consumer-protected sites — something no other province currently offers.

Under the Criminal Code of Canada, the federal government sets the overall framework — but provinces are granted the authority to conduct and manage gambling within their borders. This means there is no single national online gambling license. Each province either operates its own platform (like BCLC in BC or Loto-Québec in Quebec), partners with private operators (like Ontario's iGO model), or has no provincial offering at all.
Why Most Canadians Use Offshore Sites
Outside Ontario, provincial gambling platforms are limited. BCLC's PlayNow.com and Espacejeux have smaller game libraries and fewer bonuses than offshore alternatives. The Criminal Code does not criminalize individual players for using offshore sites — it regulates operators. As a result, millions of Canadians outside Ontario regularly use offshore casinos licensed in Malta, Gibraltar, or Kahnawake.
